Do not be surprised! Nothing so Special on this Photo but I just want to make this Provincial Government Office be googled in the internet.
Transactions I made to this Office: Cancellation of Mortgage on Car Registration. If you purchased a vehicle and home address indicated was under the Municipalities of Cainta, Taytay, Angono and Binangonan then this is the RD Office you need to proceed to submit your papers (from the bank) and ask for annotations and cancellation of mortgage. Surprisingly, they dont have any address listed in the Provincial Office Website and they dont have any telephone lines too for the general public to call on to for inquiry. Governor Ynares? Please help this Very Good Office.
Service: Outstanding!!! Salute to the Officers who helped me to finished my transaction in less than 30 minutes. The cashier operating hours is only upto 4PM due to 1 hour account balancing allocated hours (that’s fair) but they still accommodated me and was very helpful.

Direction: From Manila – Via Ortigas Extension or East Pasig Floodway (preferred) going to Angono then National Road to Binangonan.
Nearby Landmark: University of Rizal System (URS) Binangonan along National Road
Driving Speed: For Sedan, max 60km/hr min 20km/hr due to lots of pedestrian and school crossings, – and very slow trycicles. The time I went: 3pm to 5pm. So plan ahead with all this information!

Nagtext ako last 2 days ago and today which is the 10th day of waiting. Hindi nagrereply sa akin yung officer na nagbigay sa akin ng kanyang celfone number para magfollow-up. Then, sinubukan kong tawagan yung celfone nya at walang signal yung lugar nila “outside the coverage area” ang sagot ng computer generated voice ng network operator. Baka iyon ang dahilan kaya di nakakarating yung text at call ko. After 2 days of submitting my requirements to him nagtext ako at ang reply nya ay wala pa sya sa office -tapos di na sya nagreply ulit. Medyo worried lang ako kasi original Owner’s Duplicate Certificate of Title and Original Cancellation/Release of Mortgage Paper ang ipinagkatiwala ko sa kanila. Ang binayaran ko ay less than 4k para sa Annotation Certificate na i-aatach nila sa Owner’s Duplicate Certificate of Title. Pagdating ng ika 15 days ay pupuntahan ko na siya para malaman kung ano na ang nagyari sa proseso. Di ba dapat kapag bayad na yung annotation fee dapat ay asikasuhin na nila iyon agad? What do you think is there something fishy behind?
Ang isa ko pang napansin ay walang telephone contact numbers ang Regional Office na ito ng RD (LRA), kahit yung website nila ay di gumagana na under ng DOJ Website. Sana ay bigyan ito ng pansin ni Governor Ynares para sa kapakanan ng mga taong nagpupunta dito lalo na’t malayong lugar ang pinanggagalingan. Salamat and God Bless!

Hi Helena,
Intereseted lang ako kung ano ang nangyari sa case mo, nasolve na ba? I have also filed my annotation for Cancellation/Release of Mortgage ng land title ko in this office at sabi ng officer 15 to 30 days daw at binigyan din ako ng follow-up number at same thing text din ang EPEB Number after 1 week of filing. Sabi nila may problema raw sa ngayon yung computerization nila kaya bumagal sila at maraming pagdadaanan pang proseso bago matapos. I hope wala namang masamang nangyari sa file ko at marelease naman sa lalong madaling panahon.

nakakainis yang RD ng binagonan, they telling it to me that my documents is missing, nong fallow up ako ng status ng pina patituluhan kung house and lot, ang last kung punta niklagay sa resibo ko for examination then after two weeks follow up ulit ako, di nila makita ang documents, what the hell….one of the examiner give her tel.no, for follow up again, i txt her many times, she always ask for the epeb number, i send it many times, then she always telling na hinahanap pa po…….. di nila pina bubutihan work nila,,, they mis place an important documents. antay parin ako till now, kanino ba ako mag rereklamo, nakakainis talaga goverment employee……..

Hi Elena, I suggest if you still have a copy and date of receipt of the documents then show it to them. Usually, there’s an officer in charge that you can approach to ask for assistance and help on your concern. And if in case you will be told to forward another copy, ensure that you have a receiving note and who receive the docs. And dont forget to wear a smile on your face

Hi, Just be patient on the road
It’s quite a long drive and just enjoy the scenic laguna de bay if your taking the shortcut from floodway Pasig.
