Register of Deeds – Province of Rizal (Land Registration Authority)
Do not be surprise! Nothing so Special on this Photo but I just want to make this Provincial Government Office be googled in the internet.
Transactions I made to this Office: Cancellation of Mortgage on Car Registration. If you purchased a vehicle and home address indicated was under the Municipalities of Cainta, Taytay, Angono and Binangonan then this is the RD Office you need to proceed to submit your papers (from the bank) and ask for annotations and cancellation of mortgage. Surprisingly, they dont have any address listed in the Provincial Office Website and they dont have any telephone lines too for the general public to call on to for inquiry. Governor Ynares? Please help this Very Good Office.
Service: Outstanding!!! Salute to the Officers who helped me to finished my transaction in less than 30 minutes. The cashier operating hours is only upto 4PM due to 1 hour account balancing allocated hours (that’s fair) but they still accommodated me and was very helpful.

Transaction Fees: Yes- for @P750K I paid P532.
Direction: From Manila – Via Ortigas Extension or East Pasig Floodway (preferred) going to Angono then National Road to Binangonan.
Nearby Landmark: University of Rizal System (URS) Binangonan along National Road
Driving Speed: For Sedan, max 60km/hr min 20km/hr due to lots of pedestrian and school crossings, – and very slow trycicles. The time I went: 3pm to 5pm. So plan ahead with all this information!

Hello po,may gusto po sana ako itanong,kase po balak namen kumuha ng house and lot sa sunshine fiesta subdivision sa tatala,binangonan rizal through pag-ibig po,Then gusto po sana namen if ever na makakuha kame magpapacopy kame ng titulo para may copy kame habang nasa pag-ibig ang orig. then ipapa certified through copy namen magkano po ba ang magagastos pag ganon?sana po masagot niyo ang aking katanungan..maraming salamat po.. godbless
yung house and lot po is worth 575,000 yung house,floor area is Lot Area: 46sqm / Floor Area: 41sqm -

Hi Rman,
With God’s help through daily solemn prayer and petition, my relative was able to get the Land Title last Tuesday. There is really something going-on inside this RD Branch, the contact person who gave the document is a different identity than the one I’m mentioning. She is claiming it is her name and refuse to give it because I was not there -but because I have a power of attorney for my relatives -she has no way but to release it and collect a certain small release fee. According to her, it was already for releasing 2 weeks ago -but the one I’m communicating with the mobile phone keep telling it is still on process such as: for encoding, for approval, for signature and until finally for follow-up with uploading after 5 weeks of continuous follow-up with text messages. This delaying tactics will make you angry and lose your patience until your option is to offer something so it will help to expedite their work. So, there were 2 persons involve operating remotely -but not synchronize. The one that receives the documents is a different person and goes to office once a week while the one releasing is another person but always in the office. So, they know if the Client is already angry or complaining. This is what I think how they operate, perhaps it is not only 2 but maybe more.
We can close now this topic and I hope this will be an advise and warning to anyone who is submitting their documents to Public Office to be Vigilant, Brave, Mentally Sound and Prayerful. Make sure to get the full name, office position, contact number where you will turn-over the documents and have a photocopy of all the original documents & receipts before submitting it.
Thank you Rman letting me to post my experience. If there will be other incidents or good deeds in this RD Office in the future – I will post it here again.

My relatives reported to me today that the officer who was in-charge with my documents was absent again and it was not only us looking for this guy, but many are looking for him as he is not reporting for work, their office don’t know what happened to him. According to the clients, they also handover their documents with him with no assurance when it will be accomplish -just only a rough estimate. He only gave his Celfone Number Contact to follow-up and to all other clients. I thought this should be handle by their office (RD) -but why this guy is doing all the jobs and he did not turnover the documents to their office nor even gave them status of each documents? I’ve sent him a text message this morning -but he never replied and I’ve even tried to call his mobile phone -but he never answer it. As he gave me 15 to 30days for waiting, I will go there with my relatives on 30th day to investigate and complained with the officer-in-charge. I’ve wonder, does this RD office has an O.I.C. to help the poor applicants or they are just a remote bunch of workers? Can you help me with my next step as I do not want to lose my temper? Can I give you his number to investigate privately, please ym me? Thanks

My relative went there yesterday looking for this fellow officer -but he did not report for work. She was surprised when they told her that our Original Duplicate Title and the Annotation Papers was still with this guy despite that he told me it was with the Encoder.
I told her to go back again and ask when will this guy will report for work, get his full name and position inside the RD office and also to talk with the officer-in-charge about this case. -

I have send a text message yesterday to the officer who gave me his contact number and he replied back na nasa “Encoder” na yung documents. So, nagtext uli ako kung kailan ako pupunta, but he never replied again. Pinapupunta ko yung kamag-anak ko na may power of attorney para siya na ang mag-asikaso ng transaction sa RD-LRA dahil mas malapit siya kaysa location ko at pupuntahan niya ito this week. I will post here kung nakapunta na siya at kung ano ang nangyari.

Nagtext ako last 2 days ago and today which is the 10th day of waiting. Hindi nagrereply sa akin yung officer na nagbigay sa akin ng kanyang celfone number para magfollow-up. Then, sinubukan kong tawagan yung celfone nya at walang signal yung lugar nila “outside the coverage area” ang sagot ng computer generated voice ng network operator. Baka iyon ang dahilan kaya di nakakarating yung text at call ko. After 2 days of submitting my requirements to him nagtext ako at ang reply nya ay wala pa sya sa office -tapos di na sya nagreply ulit. Medyo worried lang ako kasi original Owner’s Duplicate Certificate of Title and Original Cancellation/Release of Mortgage Paper ang ipinagkatiwala ko sa kanila. Ang binayaran ko ay less than 4k para sa Annotation Certificate na i-aatach nila sa Owner’s Duplicate Certificate of Title. Pagdating ng ika 15 days ay pupuntahan ko na siya para malaman kung ano na ang nagyari sa proseso. Di ba dapat kapag bayad na yung annotation fee dapat ay asikasuhin na nila iyon agad? What do you think is there something fishy behind?
Ang isa ko pang napansin ay walang telephone contact numbers ang Regional Office na ito ng RD (LRA), kahit yung website nila ay di gumagana na under ng DOJ Website. Sana ay bigyan ito ng pansin ni Governor Ynares para sa kapakanan ng mga taong nagpupunta dito lalo na’t malayong lugar ang pinanggagalingan. Salamat and God Bless!

I have also filed my annotation for Cancellation/Release of Mortgage ng land title ko in this office at sabi ng officer 15 to 30 days daw at binigyan din ako ng follow-up number at same thing text din ang EPEB Number after 1 week of filing. Sabi nila may problema raw sa ngayon yung computerization nila kaya bumagal sila at maraming pagdadaanan pang proseso bago matapos. I hope wala namang masamang nangyari sa file ko at marelease naman sa lalong madaling panahon.

nakakainis yang RD ng binagonan, they telling it to me that my documents is missing, nong fallow up ako ng status ng pina patituluhan kung house and lot, ang last kung punta niklagay sa resibo ko for examination then after two weeks follow up ulit ako, di nila makita ang documents, what the hell….one of the examiner give her tel.no, for follow up again, i txt her many times, she always ask for the epeb number, i send it many times, then she always telling na hinahanap pa po…….. di nila pina bubutihan work nila,,, they mis place an important documents. antay parin ako till now, kanino ba ako mag rereklamo, nakakainis talaga goverment employee…….. -

Hi Elena, I suggest if you still have a copy and date of receipt of the documents then show it to them. Usually, there’s an officer in charge that you can approach to ask for assistance and help on your concern. And if in case you will be told to forward another copy, ensure that you have a receiving note and who receive the docs. And dont forget to wear a smile on your face
